Jason E. Cosby, P.E., Director of Public Works for the City of Virginia Beach, graduated from the National Forum of Black Public Administrators 2007-2008 Executive Leadership Institute (ELI) during the April 2008 National Conference in Little Rock, Ark.
ELI was established in 1987 as a program dedicated to grooming African-American managers for the rigors of executive positions in public service organizations.  ELI works to sharpen the skills and capabilities of an elite corps of managers and administrators who have already demonstrated superior achievement as assistant city managers, department heads, bureau chiefs, and similar positions.

This program is one of the few training venues in the United States that offers a curriculum featuring both academic-based theory and practical experience through partnerships with universities and cities throughout the country.  This year’s ELI participants convened at Howard University, the University of Minnesota, Syracuse University, Clark-Atlanta University, Duke University, the University of Kansas, Southern University, and the University of Louisville.
Past executive roundtable leaders include mayors, city and county managers, public administrators and university faculty, as well as past presidents and highly respected and prominent Black public, corporate and civic leaders.
